Thank you both very much for these insightful contributions. This Müller photography studio was located on the Corso Vittorio Emanuele in Trani around the turn of the century. From the front of the photograph I can confirm it was taken in 1903. In other years this same Müller studio used another emblem:

, especially once we consider Sig. Foppoli’s important observation that several Müller families used this symbol *and* my confirmation that the studio was in Trani. Surely it’s not an emblem of any city in Puglia and it would stand to reason had the crest been of any city, it would be of Trani, where the studio was located. Its placement so prominently on the back of the photograph makes me think it must be Müller’s business emblem, so to speak. The wreath was a way for Müller to incorporate the family arms into the emblem of the business, giving it a more institutional and corporate aesthetic. I think he leaves the crown to enforce however, the familial origin of the emblem. Whether or not the photographer’s Müller ancestors used those arms I can’t say - maybe it was a prime opportunity for families from abroad to misuse arms of homonyms far away, but I’d like to think the best of the talented man who photographed my ancestors.
